A CPA needs to have a 4 year college degree and pass a rigorous 4 part examination. Most states also require a person to have a certain amount of accounting-related work experience to get a CPA license and take a certain number of hours of continuing education to keep the license.
Any bozo of the street can call himself a management consultant. You don’t even need any schooling at all, really. It’s a meaningless title, really.
Different professions – a CPA is a Certified Public Accountant, a person who "does the books" for a company. A management consultant is someone who is hired to go into a business, examine the business practices and make suggestions for improvements. Note that a lot of accounting firms also have management consulting divisions.
